Card input fields

At the payment information screen, I plan to provide fields which fall under two categories:

Category:

Billing address

 

Fields:

  1. Street Address
  2. City
  3. Postcode/ZIP
  4. Country
  5. State/Province

Category:

Card information

 

Fields:

  1. Name on card
  2. Card number
  3. Expiration date
  4. CCV

 

My question is, is the "State/Province" field necessary if there is a Postcode field?

I would like to avoid putting this field because it will confuse customers who are not from Canada and USA. Are there any solutions that would make filling out of a billing address convenient for all customers?
