Visa recently launched its new developer center, located at https://developer.visa.com/. The Visa Developer Center is a one-of-a-kind resource that provides access to the payment expertise, open APIs, and development tools offered by Visa and its subsidiaries: Authorize.Net, CyberSource and PlaySpan.

The goal of the developer center is to enable e-commerce merchants, financial institutions, mobile network operators, and gaming developers to integrate Visa payment functionality into their product offerings, including:

• The next generation of payment solutions-V.me by Visa
• Person-to-person payments, domestic and international remittances
• Mobile payments and services

Why does Visa exclude so many countries from its SDK license?

Excluded from License

Andorra, Austria, Bear Island, Belgium, Bulgaria, Channel Islands, Cyprus, Czech Republic, Denmark, Estonia, Faeroe Island, Finland, France, Germany, Gibraltar, Greece, Greenland, Hungary, Iceland, Ireland, Isle of Man, Israel, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Monaco, Netherlands, Norway, Poland, Portugal, Romania, San Marino, Slovakia, Slovenia, Spain, Sweden, Switzerland, Turkey, Vatican City, United Kingdom, including the possession and territories thereof.

If you are in these countries, you can't use the license.  If you distribute software, you can't use the license unless you make sure none of your customers are from these countries.  That means open source software can't use the SDK.

Our sailing club has an authorize.net account that we can't use, because open source software developers can't use Visa's SDK.
