Is there a way to create an ARB form for a website from the account manager?

If I log in to the account manager, I can create a form for purchases which I can put on a website. Is there a way I can do this for Automatic Recurring Billing? If so, where do I find it? I see people referencing it on here but I cannot find it in the account manager.
