Well, usually that error means your account doesn't have ARB enabled. Log into your account control panel, go to Account -> User Profile, then click Edit Profile Information. If ARB isn't turned on, then turn it on. If it is turned on, then submit a ticket and call tech support.

Thankyou very much for your reply, but it asks for payment like fee for recurrent billing, its useless to me i dont need it so can you help me in any other way.

ARB and CIM both have an extra fee. If you don't need to do subscriptions or multiple ongoing payments, don't sign up for ARB or CIM.
