Is there a method to cancel all my ARB subscriptions in test account?

The easiest way is to go into the Recurring Billing section of the interface and "Discontinue the ARB Service".  When ARB is disabled, all subscriptions are immediately cancelled.  You can then choose to enable the service again if you would like to continue testing.
