recently my files got moved from one server to another, and although the pages render properly, they are not working. In other words the transactions are not going through.
Is this because the files might need some sort of permission set on them?

It's hard to say without knowing anything about your code or files. What programming language are you using? What version of the language did your old server run? What version of the language is your new server running? What troubleshooting have you done so far? What error messages do you get, if any?
